Stairs going up a mountain

Recently went sigh seeing around a city, and after walking several hours stumbled upon a different path. This path was leading away from the tourist area, so I decided to take it anyway.
What I found at top was pleasant and somehow a little unnerving. The first was a small path that lead to some more steps. The path had statues along the side of an animal like statue on one side and monk type looking statues on the other side. The small figures did not have their heads though.
